If we tweak the Rehder / Filler calc check just a bit further ... recognizing that if the concrete is linear, then the resultant `C' of the concrete in compression acts 2/3 of the way from the tip (n.a.) across the compression zone ... or 1/3 or 2.01 in. = 0.667 in. from the top of the beam ... then the more precise distance between T and C are ... 5.5 - 0.667 = 4.83 in. ... call it d*.
T = fy As = 40,000 psi x 0.31 in.^2 = 12,400 lb.
M = Td* or Cd* ... = 12,400 lb x 4.83 in. = 59,900 lb-in. (60,000 lb-in.) = 5000 lb-ft.
